The representative of the branch "social health insurance Fund" of Pavlodar region Sattarova Zhadyr Nabievna spoke in detail about the system of work of the health insurance Fund.

 

Rights and obligations of the Fund

 

      1. General provisions of the Fund:

 

      1) to receive a Commission from the assets of the Fund for the implementation of its activities;

 

      2) request and receive from the participants of the system of compulsory social health insurance information and documentation necessary for monitoring the implementation of the terms of the contract of purchase of services;;

 

      3) monitor the implementation of the terms of the contract for the purchase of services with a visit to the subject of health care, providing medical care;;

 

      4) establish branches and representative offices in the territory of the Republic of Kazakhstan in the manner prescribed by the legislation of the Republic of Kazakhstan;;

 

      5) development of proposals for the formation of a list of medical care in the system of compulsory social health insurance and the size of tariffs for medical services provided within the framework of medical care in the system of compulsory social health insurance;

 

      6) to carry out Advisory and explanatory work among the population and health care organizations on the issues of compulsory social health insurance;;

 

      7) exercise other rights provided for by the legislation of the Republic of Kazakhstan.

 

      2. Fund:

 

      1) to accumulate contributions and contributions to compulsory social health insurance;;

 

      2) provide timely payment of services of subjects of health care on the terms of the contract of purchase of services;;

 

      3) place temporarily free funds of the Fund in financial instruments through the national Bank of the Republic of Kazakhstan;;

 

      4) ensure an annual independent audit;;

 

      5) to refund erroneously paid amounts of deductions, contributions and (or) penalties for late and (or) incomplete payment of deductions and (or) contributions;;

 

      6) formation of a reserve to cover unforeseen expenses in the manner determined by the Government of the Republic of Kazakhstan;;

 

      7) planning of expenses for medical care in the system of compulsory social health insurance;;

 

      8) to monitor the performance by health subjects of contractual obligations on the quality and volume of medical care provided to consumers of medical services;;

 

      9) to consider complaints and appeals of citizens and health care organizations on the provision of medical care in the system of compulsory social health insurance;;

 

      10) perform other duties in accordance with the laws of the Republic of Kazakhstan.

 

      3. Fund:

 

      1) dispose of the assets of the Fund, except as provided for by this Law;;

 

 

 

      2) engage in entrepreneurial and other activities not provided for by the Laws of the Republic of Kazakhstan.
